Old zones for Telangana government jobs to stay
Hyderabad: The state government has decided to scrap its plan of changing the old zonal system of government recruitments. In Presidential Order (371D), 1975, it was stated there would be a four-tier recruitment system for government recruitments.
Chief Minister K. Chandrashekhar Rao had proposed to change the system and introduce a two-tier system of recruitments. It has now revoked its decision and will be abiding by the old system.
The only difference would be that since the number of districts had increased from 10 to 31, the number of zones would be increased. As such there would be a need to amend the Presidential Order (371D), and a proposal is being framed for the purpose, to be sent to the Centre for its approval.
Mr Rao said that new districts had been formed for administrative convenience and hence new zones must be formed as well. He said this was also necessary to finalise district, zone, multi-zone, state cadre posts.
Accordingly, the CM has constituted a committee with ministers and officials to prepare proposals to categorise each post cadre-wise to put a count to the number of new zones that have to be created.
In June 2017, the TS Cabinet had decided to scrap the existing zonal system and cut the four-tier recruitment system (state cadre, zonal, multi-zonal, district cadre) to a two-tier system comprising state and district cadre.
At a meeting held by Mr Rao on Saturday to review recruitments, officials informed the CM that the two-tier system would complicate matters.
The ministers and officials were unanimous in saying that there would be problems if only state and district cadres were made. The Advocate General and Law Secretary also expressed similar views. Convinced, Mr Rao has decided to continue the old system.
It was also decided to fill district cadre posts based on the new districts. Mr Rao has also instructed the officials to fill up all the SC/ST backlog posts in all the departments.
