GHMC staff can't be transferred out yet
Hyderabad: Following objections raised by the general administration department services (GAD-S), the proposal to implement unified service rules in all civic bodies has come to a halt.
Once adopted, the new system will allow the government to transfer GHMC staff in the city to locations elsewhere in the state.
The state government had proposed to replace the three-tier zonal system with a two tier system and the municipal department had prepared guidelines. The municipal administration department had sent the file to GAD-S, which sent it back with a few queries.
The GAD-S asked the department how in the event of the government proposing a two tier system, they were contemplating adopting a three tier system. The GAD also raised objections in cases where the posts had been merged.
With the view to transferring staff of the Greater Hyderabad Municipal Corporation and urban development department employees anywhere in the state, the government had amended the Municipal Act and sought to bring in unified service rules.
At present the jobs of the GHMC employees are transferable but within the circles located under its purview. The government is of the opinion that there is widespread corruption in the GHMC because of the security of not being transferred to some remote place. Chief Minister K. Chandrasekhar Rao has been quite vocal in his opinion regarding this.
The municipal administration department had prepared a set of guidelines according to the amendments.
Meanwhile the state government formed a high-level committee to change the three-tier system comprising the state, district and zonal level cadres into two, consisting of state and district cadres. The government asked the committee to suggest amendments to be brought to the Presidential Order to introduce the two-tier system.
Amending the Order involves a lengthy procedure. The government has to get them cleared by the Cabinet and send them to the Centre. After the Union Cabinet appro-ves it, it sends a draft to the President. Once the President approves, the Centre will issue a notification to the effect.
