CBSE advisory against issuing compulsory transfer certificate

The direction came following the suicide of a ninth standard student of a school at Pampadi in Kottayam district last week.

Thiruvananthapuram: The CBSE Thiruvananthapuram regional office has directed schools in the state that students should not be given compulsory transfer certificate to raise the pass per cent in tenth standard. The directive issued by Thiruvananthapuram Regional Officer Tarun Kumar said that TCs should be given to students on the request of parents only.

The direction came following the suicide of a ninth standard student of a school at Pampadi in Kottayam district last week. The student, Binto Eapen, had been refused promotion to the 10th standard as his academics were poor. According to the Right to Education Act (RTE), all schools have to ensure compulsory education of children up to 10th standard. The circular pointed out that giving compulsory TC was not a good practice.

The student only needed 33 percent marks, including internal marks, to pass the examinations as per the new rules. The earlier rule that a student had to secure a minimum mark of 33 percent excluding internal marks has been amended, the circular pointed out. Some schools had been giving compulsory TC to students to secure 100 per cent pass percentage in examinations.
