Kodaikanal SI asked to pay Rs 50,000 for harassing tourist
Chennai: State Human Rights Commission directed a SI in Kodaikanal to pay a compensation of Rs 50,000 to a tourist on charge of harassing and humiliating him at the hill station during vehicle two years ago.
In the petition Fizal Rahman submitted that on March 28, 2016 he visited Kodaikanal for sightseeing in a car along with his wife and three girl children. He was stopped for inspection by two policemen including P.Bose, SI, Traffic Police Station, Kodaikanal, Dindigul district and demanded him to show the vehicle documents.
On scrutinizing the documents, the cops identified that the validity of vehicle’s pollution certificate had expired. Bose demanded a bribe of Rs 2000 from him.
However, Fizal Rahman refused to pay the bribe and asked the cops for issuing a notice for offence committed by him so that he could pay the fine in the court.
When Bose questioned regarding persons seated in the vehicle, Fizal Rahman replied that he was traveling along with his wife and three girl children aged 13, 10 and 2 years. But, Bose demanded him to show the proof whether they were his family members or not.
Bose forcefully took the license and he told him to collect the license after paying the fine in the court. He decided to leave the vehicle and proceed. After harassing him Bose released him with direction to pay fine at the court. In the petition, Fizal Rahman sought suitable action against Bose for harassing and humiliating him.
In his reply, P.Bose denied the allegations. He said he conducted vehicle check at Lake Road junction point, Kodaikanal with assistance of two traffic police personnel on March 28, 2016. As validity of vehicle pollution certificate expired he paid a fine of Rs 200 and left from the place.
SHRC Judge D Jayachandran said Fizal Rahman categorically established the fact he was harassed and humiliated by Bose in the presence of his wife and 3 girl children. Bose had violated the human rights of the complainant. The judge directed him to pay a compensation of Rs 50,000.
