Singh Chauhan was dealing with a petition by Dr Sunitha Krishnan, general-secretary of the NGO Prajwala, filed on behalf of the organisation, charging the state government with not following the mandate of the Juvenile Justice (Care and Protection of Children) Act 2015.

The petitioner alleged that the state has been illegally extending the term of office of the existing Child Welfare Committees instead of forming new committees, thereby not providing for the needs and facilities of the minor children who are being misused and abused by society.

The Bench issued notices to the government, directing it to explain within four weeks why the CWCs had not been constituted.
