Telangana government accused of ignoring special kids'
Hyderabad: The Special Educators’ Forum India (SEFI) has lodged a complaint with the National Commission for Protection of Child Rights (NCPCR) against the state government for non-implementation of Inclusive Education (IE) for Children with Special Needs (CwSN) across the State.
SEFI alleged the state government had misguided the NCPCR in implementation of IE for CwSN. It has been implemented under the Centrally Sponsored Scheme Fund based on enrollment of CwSN.
Due to non-recruitment of Special Education Teachers under the School Education Department, the enrollment ratio has come down by 30 per cent from academic year 2015-2016 to 2017-2018.
As per the report given to NCPCR, the state government has provided the details of Special Educators who were recruited under the SSA only, but who ignored the School Education Department role and started providing training in elementary and high schools.
Mr Kalpagiri Sreenu, National Convenor- Special Educators Forum, said ‘’There is a need to develop a state policy on implementing IE for CwSN, but the School Education Department is dependent on GOI Schemes like IEDC, OBB, APEP, DPEP, SSA and IEDSS and based on funds only.
The state government has no policy on inclusive education, there is no teacher training for regular teachers, no recruitment of special teachers at secondary level.’’
