Kochi: CBSE unveils SOPs for school transfer

Request of the parent, report card of previous class and transfer certificate of previous school are mandatory in every case.

Kochi: Seeking admission incl-uding transfer to Class IX and Class XI of CBSE schools by students may have been a normal affair so far but not any more. The new set of Standard Operating Procedures in this regard has been set by CBSE for the same which has invited criticism as well.

Several students of senior level schools change school in Class XI due to non-availability of desired subjects in the previous school. The CBSE has now identified that many other students change school while they are studying in Class IX or XI in Secondary and Senior Secondary schools on the grounds of shifting of family, better education, distance between residence and school, medical grounds and change of Board. Even requests are made at the fag end of the academic session for change of school. According to CBSE Controller of Examinations Dr Sanyam Bhardwaj last minute shifting of school does not provide condusive educational environment to students, as they are not well acquainted with new classmates and teachers.

He said that in order to enable students to study in a condusive environment, Standard Operating Procedures (SOPs) have been developed which have to be followed by schools and students.

As per the SOP, admission for shifting from middle level school (schools having classes up to VIII only) to Class IX, shifting from secondary level school (schools having classes up to X only) to Class XI and shifting to Class-XI from one senior secondary school to another because of non-availability of subjects, no permission is to be sought from the CBSE. However, all such admissions should fulfill all criteria of the examination and affiliation bye-laws of the CBSE.

Request of the parent, report card of previous class and transfer certificate of previous school are mandatory in every case.

If shifting is sought because of transfer of parent(s) from present place of posting to another, copy of transfer order attested (in blue ink only) by the office where parent (s) of student joined after transfer and local residence address as per office record to be issued by the office where parent(s) of student joined after transfer have to be submitted.

If the shifting is sought because of completion of service of parents who had availed government accommodation, copy of relieving order of the parent has to be submitted and undertaking of relationship if the student is residing with a relative and the relative’s identity proof are needed.

Under ‘shifting of family’ topic, four sub-heads come. They are ‘shifting of buisness’, ‘joining another organisation’, ‘purchase of house’ and ‘rented house’. In case of shifting of businesses, proof of old business address, change in current account address in bank record, proof of address change with tax authorities and change in TAN Card with updated new address are needed. If it is due to joining another establishment, a copy of the appointment letter attested (in blue ink), local residence address, undertaking of relationship and identity proof of relative have to submitted.

There are guidelines for transfer due to purchase of house (sale deed and releavant documents of bank loan), rented house (registered rent agreement and latest rent receipt), shifting to hostel (evidence of shifting to hostel with statement of parent, fee payment receipts of hostel issued by the school and certificate from the school of existence of the hostel) and shifting from hostel (statement of parents on shifting from hostel with evidence, fee payment receipts of hostel issued by previous school, and evidences of shifting to day-boarding-school).

For re-admission in other school due to failure in Class-IX or Class-XI, reasons to change the school with documentary evidences have to be submitted.

If the parents cite better education as reason, result of last five years of Board’s Examination and qualifications & teaching experience of teachers teaching Class-IX/XI (as the case may be) have to be submitted from both leaving and admitting schools.

If long distance is cited as reason for changing school, parent has to give necessary justification. If the transfer is sought on medical grounds, undertaking by parent about the distance (in km) of old as well as new school from the residence and medical certificate of a government hospital have to be submitted. For change of Board, result of last five years of Board’s Examination, qualifications & teaching experience of teachers teaching Class-IX/XI (as the case may be) from the leaving and admitting schools and the justification to be given by parent of student to change Board have to be submitted. All the documents of the previous school should be attested by the principal of the previous school.

Schools have to send the requests for Class IX and XI admissions in one go in the prescribed format and no second request will be entertained which in effect restricts such proceedings to only once in a year. It has also been made clear that schools should ensure that no student shall be provided admission who is coming from an unaffiliated school.

The significant part of the circular of the CBSE is that for admission on transfer for reasons like parents’ transfer, completion of service, shifting of family, shifting to and from hostel, failing in Class IX and Class XI, better education, long distance and medical ground, till August 15 of the academic year, there will be no action at the end of CBSE, as per the latest circular of CBSE on July 30. From August 16 and up to September 30, `1000 per student has to be submitted for transfers on shifting of family, shifting to and from hostel, failing in Class IX and Class XI, better education, long distance and medical ground. For students coming from another board, the schedule is decided by the school, but `5000 per student has to be submitted to the Board.

According to a principal in a prominent CBSE school in Kottayam, the latest CBSE directions on Class IX and XI transfer admissions have complicated the affairs on certain counts.

“If a student seeks transfer after August 15 for better education, he has been asked to get result of five years’ board examination from the leaving school as well as the qualifications and teaching experience of teachers. It has to be seen how the leaving school will react to this demand of the student. For students shifting from another board to CBSE, the same stipulation has been set, without any August 15 deadline, which too will land the students in a difficult situation. So the CBSE has to rethink on contentious clauses and should work towards simplying the process rather than making it complex,” said the principal, preferring not to be named.

He also said that the clause that students seeking board change in these classes should remit Rs 5000 to CBSE will come as a discouragement for the students to join CBSE at a time when the State Government itself is trying to wean away maximum students to the State Board.

National Council of CBSE Schools secretary-general Indira Rajan told DC she will meet the CBSE higher-ups including the Controller of Examinations soon in New Delhi to bring clarity on the CBSE order and redress grievances. “There are grey areas in the order and there needs to be clarity,” she said.
