Minor raped by IAS official seeks to move HC

Rape accused Kalicharan Sudamrao Khartade began attending the hearing but the case is being dragged on, his lawyer said

HYDERABAD: The lawyer of the minor victim, who was allegedly raped and threatened by an IAS officer in Delhi last year, on Saturday said official had been attending the hearings at a metropolitan magistrate court in Delhi and as the next hearing is scheduled on Monday, the victim was planning to move the High Court to cancel his bail order.

At the last hearing on April 22, the investigating officer from the Tilak Marg police station in Delhi did not show up, following which a show cause notice was issued by the court, said Piyush Sachdev, the lawyer representing the victim against the accused Kalicharan Sudamrao Khartade, an IAS officer. "He started attending the hearing but the case is being dragged on. We are trying to move the case to the sessions court as fast as possible. The victim is preferring to move to the High Court to submit a writ petition for the cancellation of the accused officer’s bail order," said the lawyer.

Earlier, the National Commission of Women (NCW) from New Delhi wrote to the Chief Secretary of Telangana regarding the lack of action by the department against the IAS officer booked for allegedly sedating and raping a minor girl. "The appeal was written to Chief Secretary of Telangana Somesh Kumar to at least take departmental action against the accused, but no such reaction was taken," sources close to the victim revealed.

Sources from the Delhi Commission for Women, on condition of anonymity, said they had sent multiple letters and reminders to the Chief Secretary of Telangana but did not get any proper response yet.

Khartade allegedly assaulted the minor victim repeatedly and threatened that he would release pictures shot when she was sedated in his room at the Telangana Bhavan, Delhi, in case she spoke to anyone.

Following a complaint on November 28, 2021, the Tilak Marg police booked cases for rape, poisoning and sexual assault among others. The POCSO sections were added when the Delhi Commission for Women intervened.
