HYDERABAD: Though convicted criminals are supposed to come out of prisons as reformed persons, most of the habitual offenders are forming gangs while in jails and are committing new offences once they are out, according to officials.

Officials said while in jail, they are put up along with criminals with similar skill sets which make it easier for them to team up and plan offences. “Criminals imprisoned for petty crimes often come out after forming gangs and commit major offences. In several cases, burglary and property offences gangs are formed inside the prison,” an official from the east zone police said.

A Cyberabad police official s opined that lack of proper rehabilitation of prisoners forced them to choose the wrong way even after coming out of jail. “Most of the criminals worry about their future outside jail and with the stigma attached with them being in jail, they resort to commit crime again. Moreover, when they meet others inside the jail with similar past, they end up planning future crimes,” said a senior Cyberabad police official.
