IAS officer booked for raping woman at NPA
Hyderabad: In a bizarre incident, Cyberabad police booked cases against a trainee IAS officer, who also happens to be the son of a former TRS MLA, for cheating, raping a woman after promising to marry her, destroying evidences, outraging modesty of a woman and other offences, along with his father and mother for abetting the crime on September 27.
The issue came to light on Wednesday, when the victim approached this newspaper and narrated her ordeal.
According to the victim Kamala (name changed), Mrugender Lal Banoth, presently undergoing IAS training at Madurai district collectorate and son of Madan Lal Banoth, former MLA from Wyra constituency, approached her and introduced himself on September 23, 2019. He told her that he was selected for IPS and expressed his love for her, following which she too felt attracted to him.
However, on December 25 the same year, Mrugender Lal took her to the National Police Academy at about 8 pm and forced himself with the promise of marrying her with the consent of his parents. She left the academy at around 9: 45 pm, shocked and traumatised and stopped attending his calls.
He kept calling the woman telling that he wanted to apologise to her for the incident and
would make up for the mistake he made and promised to introduce her to his parents.
Mrugender again took her to the NPA on December 28 on pretext of introducing her to his parents who came to visit him from Khammam.
They reached the NPA at 6:30 pm and he showed his parents who were at the IPS mess from afar and took her to Room No. A-26 on the first floor. After asking her to get freshened up, he left the room, promising her to bring his parents to the room. He came back alone and said his parents left the place for some important reasons.
He again pinned her to the wall and forced himself on her and repeated the sexual act taking advantage of his premises. “I had no option other than to concede to his sexual desires. Again, he reiterated his promise to marry me. He always threatened to call off the marriage in case I did not concede to his sexual desires,” Kamala said. She said Mrugender was selected for IAS in August last year after resigning from the IPS post. He joined training at Lal Bahadur Shastri National Administrative Academy at Mussoorie.
"I came to know that Mrugender was in a relationship with a fellow batchmate in the IAS academy and when I questioned him, he denied everything and instead told me that his family members consented to our marriage after the marriage of his sister. In April this year, I came to know that Mrugender Lal joined as an officer trainee at district collectorate in Madurai. However, his family members started distancing themselves from me and in May, I came to know that Mrugender was planning to get married to an IAS officer belonging to UP who was allotted to Chhattisgarh category,” she said.
Though initially Mrugender denied the information as wild and baseless rumours, on 29 May 2021, Mrugender said he was ending his relationship with her, she said in her complaint. She said in June Madan Lal Banoth visited her residence at about 10.30 am and threatened to kill her, offered money, tried to convince her to end the relationship with his son.
"Madan Lal aided and abetted his son in destroying my life and my future by abusing power. Also, I have a threat to life from Mrugender Lal. Madan Lal is plotting ways to kill me in an accident or by his henchmen at any moment. I request the police to take action in accordance with law and punish the accused and protect me from life threats," she said in her complaint.
The Kukatpally police booked cases against the three accused and investigation was on, Kamala said.
