Pamidimukkala sand scam: Report says 45 claim land without papers
Vijayawada: A report submitted to the revenue divisional officer on the Pamidimukkala sand scam has revealed new dimensions. The report, submitted by the tahsildar, states that 45 persons have claimed land without any passbooks or documentary evidence. The claim on the land has been made to dig for sand and mud. There are another 68 members who have filed an application along with pattadar passbooks. Among these, 57 have given statements that they have land in Survey No.23/3. This newspaper has a copy of the report. The Pamidimukkala tahsildar’s report is now prompting the district administration to take stringent action on the sand scam mafia that has dug more than 100 tonnes of sand and mud from the disputed site at Lankapalli Lanka. The sand mafia has tried its level best to prove that the patta lands belong to them.
Tahsildar C. Victor Babu stated in his report that 45 members had filed their applications without any documents or any evidence to prove their ownership of land in the area. "There are 45 members who have filed their application for handing over the land in Survey No.23/3 out of which 34 members have given their statement stating that the land was bequeathed to them from their forefathers.
After verification of records, the relations of only eight family members tallied,” the tahsildar said. He stated that 68 members had filed application with pattadar pass books out of whom 57 members had given their statements stating that they have land in R.S.No.23/3 and got pattadar pass books and requested that their land holdings be measured. “They have stated that they are ready to show their boundaries of their land,” the tahsildar said, and urged the revenue divisional officer to depute a surveyor to measure the land parcels mentioned in Survey no. 23/3.
In fact, the special commissioner and director of survey, settlements and land records has stated already that on verification of the records it was noticed that an extent of 574.48 acres of land was available on ground in Survey No. 23/3, instead of 252.03 acres recorded in the SFA, which was recorded as Sarkar Punja.
Probe into sand scam begins:
The Vigilance department has started probing multiple angles of the sand scam that took place in Krishna district. It is trying to elicit details of the quantum of mud and sand that was unauthorisedly decasted from around four acres of patta lands of Lankapalli Lanka village. According to the local VRO, a representative of sand mafia had dug patta lands to the depth of about 4.5 feet.
Vigilance Department's assistant geologist Mr. Balaji Naik said they would thoroughly probe the issue. According to the tahasildar's report, the mandal surveyor has submitted his report stating that R.S.No.23/3 of Lankapalli Lanka is sand classified as 'dry' land. As per the RSR, there are 58 farmers registered without any mention of the extent of land in each person's name and it may be treated as joint pattas with their patta numbers.
He submitted that Lankapalli village is an erstwhile taluk of Gannavaram and at that time, there was a taluk map of the village. The Director of AP State Archives and Resources institution, Tarnaka, Hyderabad, stated that R.S.No.23/3 of Lankapalli Lanka village FMB was not available in their office. The Deputy Inspector of Surveyor, Nuzvid, and the Mandal Surveyor jointly conducted a survey in R.S.No.23/3 and concluded the extent was 397 cents instead of 252.03cents as per RSR and prepared a sketch, the Pamidimukkala Tahasildar has mentioned in his report. He submitted the same for proposals to the Collector, Krishna, through the Sub-Collector, Nuzvid.
