Assam Assembly Passes UCC Bill With Ban on Polygamy, Live-In Registration Rules

Among its key provisions, the Bill proposes a ban on polygamy and makes the registration of marriages and live-in relationships mandatory.

Guwahati: The Assam Legislative Assembly on Wednesday passed the Uniform Civil Code (UCC) Bill, 2026, amid protests by Opposition parties demanding that it be referred to a select committee.

The Bill, introduced on Monday by the BJP-led government, makes Assam the first northeastern state and the third BJP-ruled state after Uttarakhand and Gujarat to move forward with such legislation.
The legislation seeks to establish a uniform civil framework governing marriage, divorce, succession and live-in relationships across the state.
Key provisions include a ban on polygamy and mandatory registration of marriages and live-in relationships. Marriages must be registered within 60 days of the ceremony, while live-in relationships must be registered within 30 days. Failure to comply attracts penalties, including a fine of ₹10,000 for non-registration of marriage or divorce within the stipulated period.
The Bill also proposes punitive measures, including imprisonment of up to seven years for bigamy or polygamy, and up to three months for failure to register a live-in relationship. It, however, excludes Scheduled Tribes residing in Assam from its purview.
During a day-long discussion, opposition Congress members sought referral of the Bill to a select committee for wider consultation. The demand was rejected by Speaker Ranjeet Kumar Dass, following which opposition members staged protests in the House.
The Bill was passed by voice vote amid slogan shouting by members of the ruling bench. The Speaker declared the legislation passed after the House voted in its favour.
