Anna reportedly signed a contract that specified she'd be fined if she lost the dog she adopted.

Actress Anna Farris was handed a fine of $5,000 by dog shelter Kinder4Rescue, after the Chihuahua she adopted from them in 2010 was found homeless and in a bad shape recently. The shelter’s owner Laurel Kinder shared photos of the pup and Anna on Facebook, writing about the Scary Movie star: “being a celebrity does not excuse you from following the rules”.
Laurel told TMZ.com that Anna had signed a contract that mentioned the fine, and had not contacted them about losing the dog. A representative for Anna told People, “Anna is thrilled that the dog has been found, and is ensuring all necessary arrangements are made to bring the dog home.”
