Cess is good, BBMP desperately needs money'

Whatever revenues the BBMP is generating, it's sufficient to pay the salaries and for solid waste management.

Q & A with Ramalinga Reddy, Transport Minister

As a former district in-charge minister, do you think there is a need for the BBMP to propose vehicle cess?

Well, it does seem to everyone that the BBMP is not functioning efficiently. But it's not easy to run a civic agency. Whatever revenues the BBMP is generating, it's sufficient to pay the salaries and for solid waste management. Though the state government is giving funds for infrastructure works, the BBMP has not been able to take up many crucial works due to lack of funds. An additional income through vehicle cess will give a breather to the agency to some extent and it will help the BBMP take up more road infrastructure projects.

Will public transport be improved if vehicle cess is levied?

The state government has decided to introduce more CNG buses and improve the bus connectivity in rural areas. Also, measures will be taken to reduce pollution. Whether the Transport Department benefits from vehicle cess or not, we will improve public transportation.

Will the Transport Department get a share of the vehicle cess?

Since the Chief Minister is also the Finance Minister and the proposal is made by the BBMP, I am not aware how the funds will be divided. The CM may decide to pump in some money into BMTC. The final decision will be taken by the chief minister.
