Looking at the healthcare investment landscape over the last two decades, it is quite clear that the Indian ecosystem is at a massive inflection point. As the Union Budget 2026 draws near, the narrative needs to move away from just adding more hospital beds to actually improving the quality of long-term health outcomes. If the government has the fiscal bandwidth for only one major push this year, the focus must be squarely on preventive care and diagnostics. While tertiary hospitals are vital for critical care, their involvement typically begins after illness has progressed, placing them at the most expensive end of the healthcare value chain. Evidence shows that early detection of non-communicable diseases, particularly cardiovascular conditions, hypertension, and various cancers, can dramatically lower the national disease burden. To turn this into a ground reality, the budget should look at explicitly incentivising routine screenings, perhaps by providing tax benefits under Section 80D and rolling out performance-linked incentives for diagnostic labs that are brave enough to expand into Tier 2/3 cities.

This shift towards a preventive model is completely tied to how technology is deployed. One must be very careful to distinguish between AI that is merely a marketing layer for patient acquisition and AI that acts as a serious clinical tool. We are seeing high-impact clinical AI already making a difference in the backend, whether it is for automated diagnostic imaging in tuberculosis, genomic profiling in oncology, or better control over hospital inventory. The next big thing is agentic AI that can actually support clinical decision-making and smoothen out revenue cycle management to cut down administrative headaches. To really scale these gains, the budget needs to make sustained investment into backend health data infrastructure.

Even though the Ayushman Bharat Digital Mission has done well to register over 850 million ABHA IDs, the ground-level adoption is still quite patchy because smaller players do not see the financial alignment yet. We are currently in a bit of a fragmented, app-first phase, but the real goal is true interoperability through FHIR standards. Strengthening this digital backbone will ensure that patient history flows without friction across providers, finally bringing the patient, payer, and provider into a single, aligned model. By backing these invisible layers of the health stack, the government can truly transition India from a treatment-heavy system to a unified, patient-first healthcare economy.

As Budget 2026 approaches, we hope the Government takes measures to further strengthen the credit ecosystem for MSMEs and retail customers, where NBFCs play a critical role in delivering last-mile financing.

Some of the key expectations include:

First, extending SARFAESI rights to NBFCs across all loan values. This will help accelerate recovery processes, reinforce credit discipline, and ultimately reduce borrowing costs for customers.

Second, launching a dedicated refinance/liquidity window for MSME-focused NBFCs to ensure steady and cost-effective access to funds for underserved segments.

Third, improving access to long-term funding for NBFCs financing long-tenor assets, which will help ease asset–liability mismatches and support sustainable balance-sheet growth.

Finally, putting in place policies to further strengthen digital public infrastructure for credit—through consent-based data sharing and interoperable registries—to enhance underwriting quality and enable faster, more informed lending decisions.

The microfinance sector touching lives of nearly 30 crore low income people needs policy support in the form of robust KYC framework for accurate borrower verification and responsible credit reporting. In light of SC judgement restricting Aadhar use, the issue needs to be addressed through solutions such as Aadhaar last-four-digit storage or tokenisation. The other area requiring policy support is availability of stable funding mechanism. High dependence of NBFC-MFIs on bank funding leads to sudden drying up of funds and affects financial inclusion, like seen for last one year. This has resulted in nearly 50 lakh clients going out of formal finance fold.

Similarly, India’s evolving mobility and infrastructure ecosystems demand sophisticated, future ready risk solutions backed by stable regulation, stronger domestic reinsurance capacity, and clear catastrophe frameworks.

Significant focus on insuring houses and SME/MSMEs is also critical to ensure that the asset and lifestyle creation of India is not at risk due to physical or economic volatility. With rising climate linked events, rapid urbanisation, and increasing asset ownership across Tier 2 and Tier 3 regions, home insurance traditionally underpenetrated requires policy incentives, tax benefits, and simplified product frameworks to drive mass adoption and strengthen household resilience.

Building on recent reforms, the sector now needs the Budget to focus on three decisive priorities that can shift the industry from reform to measurable results.

First, India must double down on digital rails that cut friction, fraud, and administrative costs. The National Health Claims Exchange (NHCX) requires full funding and a time bound, nationwide rollout to enable real time data exchange, while Bima Sugam, launched in 2025 and expected to become fully operational in 2026, must be fast tracked to deliver seamless e KYC, e policy issuance, and a unified service window for customers and intermediaries. Standard APIs, transparent claims workflows, and interoperable digital architecture across health, motor, home, and commercial lines will meaningfully reduce costs from purchase to payout.

Second, strengthening domestic reinsurance capacity and ensuring stable long term regulatory frameworks will be essential for supporting India’s expanding infrastructure, mobility, cyber, and property risk landscape. Incentives to build homegrown risk capital, promote innovation driven underwriting, and support early stage technologies such as telematics, AI led risk scoring, and satellite based property assessment will accelerate industry maturity.

Third, India must build climate and MSME resilience at scale through a National Catastrophe Risk Pool, which has become increasingly urgent amid rising urban floods, cyclones, and heat related losses. The Budget should also enable India’s first sovereign or state backed catastrophe bond via GIFT IFSC and provide viability gap funding for micro insurance and parametric products in high risk districts, ensuring meaningful protection for vulnerable communities, homeowners, and small businesses. As insurers rapidly scale AI, telematics, cyber risk modelling, and risk analytics capabilities, targeted Budget support for cybersecurity, data governance infrastructure, and insurance focused workforce skilling will be essential to ensure innovation remains safe, transparent, and accountable.

A forward looking Budget that positions general insurance as essential economic and social infrastructure anchored in digital enablement, affordability, home and MSME protection, and climate risk financing can significantly deepen insurance penetration and support the nation’s long term trajectory of inclusive and resilient growth.
