Telangana Focused On Welfare, Growth, Says Governor

Hyderabad: Governor Jishnu Dev Varma on Monday said that the Telangana government had, over the last two years, placed strong emphasis on expanding welfare schemes, strengthening agriculture and accelerating infrastructure development while sustaining economic growth and improving law and order.

Addressing the 77th Republic Day celebrations at the Parade Grounds in Secunderabad, he said that Telangana had set an ambitious target of becoming a $3-trillion economy by 2047, guided by the Telangana Rising – Vision 2047 document unveiled during the Global Summit last month, which provides a comprehensive roadmap for long-term development.

The Governor said the state had made significant investments in digital education, establishment of new universities and expansion of the IT and ITeS sector through technology parks and innovation-driven initiatives, helping Telangana remain competitive in emerging sectors.

He highlighted that planned urban development and environmental sustainability were being pursued simultaneously through focused policies and large-scale projects.

Referring to the Musi riverfront development initiative, he said a Master Plan had been prepared for a 55-km stretch of the river from Osmansagar to Gowrelli and from Himayathsagar to Gandhi Sarovar at Bapu Ghat.

The aggregate plan, currently under development, includes Blue, Green, Land Use, Infrastructure and Financial Master Plans along with a revenue generation model, aimed at sustainable river restoration and urban renewal.

He noted that the Hyderabad Industrial Land Transformation policy was introduced to relocate polluting industries outside the Outer Ring Road (ORR) while allowing industrial landowners to convert their properties for multi-use purposes.

With a focus on planned urban growth, the Greater Hyderabad Municipal Corporation was expanded by merging 27 municipalities within the CURE area, increasing its jurisdiction from 650 square kilometres to 2,053 square kilometres, followed by reorganisation into 300 wards, 60 circles and 12 zones.

Highlighting the government’s commitment to farmers, the Governor said agriculture was being given the highest priority through round-the-clock quality power supply and waiver of farm loans up to `2 lakh, benefiting about 26 lakh farmers at a cost of `20,617 crore.

Rythu Bharosa assistance was enhanced from `10,000 to `12,000 per acre per annum, while every grain produced by farmers was being procured with a bonus of `500 per quintal on fine variety paddy. During the current Kharif season, 72 lakh metric tonnes of paddy were procured from 14.24 lakh farmers, with payments of `17,079.50 crore and an additional `1,453 crore as bonus subsidy. He said Telangana had emerged as India’s leading paddy producer and had expanded rice exports to countries such as the Philippines.

The Governor said a Farmer Commission had been constituted for the first time to enhance farm incomes and promote sustainable practices through modern technologies, soil health management and organic farming. He added that the Dharani Portal had been replaced with the farmer-friendly Bhu Bharati Act to resolve long-standing land disputes.

On employment, he said recruitment through the Telangana Public Service Commission had been successfully completed for Group I to Group IV posts after a long gap, and 62,749 youth had secured jobs through various agencies. The Digital Employment Exchange of Telangana was launched to boost private sector jobs, enrolling 1,22,337 job seekers and onboarding 1,892 employers.

He also highlighted the establishment of the Young India Skill University, upgrading of ITIs into Advanced Technology Centres, reforms in education, setting up of a Young India Sports University, and initiatives such as Integrated Residential Schools to ensure equitable opportunities, reiterating that the future of the state was being shaped in classrooms.
