Pokemon Go has a bug; Niantic promises fix
Niantic is aware of the on-going issue with Pokemon Go and working on fixing the same.

Lately, Pokemon Go players have been noticing a few changes.
It is becoming increasing difficult for Pokemon Go players to catch hold of Pokemons. They dodge more, hop further and bust out harder, all to the demise of the players. Even the low-level Weedles that players caught for practise are becoming difficult to catch.
Niantic tweeted:
Trainers, a new bug affecting throw accuracy increases the odds of escape and omits the XP bonus. We are working on a fix, stay tuned...

Niantic is aware of the issue and is now working towards solving the same.
