HYDERABAD: The Telangana Recognised School Managements Association (TRSMA) has urged immediate government action against certain private institutions and coaching centres in Hyderabad, Medchal-Malkajgiri and Ranga Reddy districts, alleging that they are operating without mandatory permissions and recognition.

“Students admitted in unauthorised institutions may face difficulties in obtaining APAAR and PEN numbers, which are essential for academic records, higher education and government employment,” the Association said in its representation to the commissioner and director of school education (DSE). The association was referring to the Automated Permanent Academic Account Registry which links inks academic records to DigiLocker.and the 11-digit Permanent Education Number (PEN) for school students, starting from the 2023-24 academic year to track academic journeys from pre-primary to Class XII

The association alleged that some institutions were conducting scholarship examinations and admission tests scheduled for February 14 and are making admissions without obtaining permission and recognition as required under GO Ms. No. 1 of the DSE. It alleged that these institutions are advertising through hoardings, cut-outs, print and electronic media, and social platforms, promising results, facilities, fee structures and special benefits.

The association further claimed that certain institutions lack no objection certificates (NOC) from statutory authorities such as the Fire Department, GHMC and the Traffic Department. It objected to admissions without transfer certificates and statutory records, violations of government norms in fee collection and academic operations, and indirect admission practices that influence parents.

Concerns were also raised over IIT and NEET foundation programmes being introduced at the school level in deviation from the state board and CBSE syllabus, which TRSMA said imposes undue academic burden and stress on students.
