TGHRC Summons Hyderabad Police Chief to Appear in Boy’s Illegal Detention, Torture Case
The TGHRC asks NIMS Superintendent to examine the boy’s health condition and submit a detailed report within 48 hours
Hyderabad: The Telangana Human Rights Commission (TGHRC), chaired by Dr Justice Shameem Akther, has summoned the Hyderabad police commissioner to appear in person on August 12 in connection with the alleged illegal detention and torture of a 17-year-old by Jubilee Hills police.
The complaint was filed by the father of the youth who was allegedly unlawfully detained from December 15 to 17, 2024, in connection with a frivolous case involving a video recording. The teen was allegedly subjected to third-degree torture, denied basic needs like water and not presented before the Juvenile Justice Board as required by law.
As per the complaint, the victim has since become paralysed and is unable to walk. Observing the boy’s deteriorating health, the commission directed the superintendent of Nizam’s Institute of Medical Sciences (NIMS) to examine him immediately, provide required treatment, and submit a detailed health report within 48 hours.
The TGHRC noted that despite earlier directions, the concerned police had failed to submit a report. It described the allegations as grave and said the victim’s condition was worsening by the day. The commission emphasised that to meet the ends of justice, the Commissioner must present all relevant records at the next hearing.
In case of non-compliance, the commission warned that action would be initiated. The boy, who was present before the commission, will preferably be admitted as an inpatient, subject to the doctor’s opinion.
