Hyderabad: In a significant order, the Telangana Human Rights Commission (TSHRC), headed by Chairperson Dr. Justice Shameem Akther, held that gross negligence by the Government Tribal Welfare Residential Hostel in Khammam, and the supervising Tribal Welfare officers led to the custodial death of a 10-year-old boy.

Taking note of the vulnerable condition of the boy’s mother—who is deaf and mute, earning irregular wages, and solely caring for her daughter and aged mother-in-law—the Commission recommended that the Telangana Chief Secretary regularise her services in the Last Grade category by relaxing necessary rules, and grant Rs.5 lakh as compensation, describing it as a just and humane measure to uphold dignity and basic human rights.

The recommendations are to be complied with within six months, with a compliance report to be submitted to the Commission, the Chairperson said.
