TGDA Urges Govt to Implement Transfer Exemption Guidelines for Differently-abled Employees
According to GO No. 34 issued on August 7, 2025, by the department for women, children, disabled and senior citizens’ welfare, employees with 70 per cent or more disability, parents of children with intellectual disabilities, and caregivers of relatives with 70 per cent or more specified disability are exempted from the rotational transfer policy.
Hyderabad: The Telangana Government Doctors’ Association (TGDA) has urged the state government to immediately implement clear guidelines regarding transfer exemptions for differently-abled employees and employees who are parents or caregivers of persons with intellectual disabilities, under GO No. 34.
In a press release issued on Tuesday, the association referred to the finance department circular dated May 8, which stated that the recently lifted ban on general transfers would not apply to certain special categories of state government employees covered under GO No. 34.

The TGDA demanded that the government formulate a clear mechanism for submission, verification and approval of disability certificates related to these exemptions. It also sought expert supervision in the verification process. The association further urged the government to introduce a provision in the online transfer application system to enable employees applying for exemption under GO No. 34 to easily upload disability-related certificates and supporting documents.
