The state government has streamlined the process for granting preliminary administrative approval to urban development projects proposed under the Centre’s Urban Challenge Fund (UCF) and its Credit Repayment Guarantee Sub-scheme (CRGSS).

In an order issued on Thursday, the government directed the commissioner and director of municipal administration to advise urban local bodies across the state to follow the operational guidelines and submit project proposals under the two schemes.

The government has designated the secretary of the municipal administration department as the state mission director for UCF. It has also constituted a state-level technical committee and a state-level high-powered committee to examine and approve projects.

According to the order, the mission director can grant in-principle administrative sanction to projects, subject to certain conditions. The state-level high-powered committee must approve the projects and forward them to the central Ministry of Housing and Urban Affairs for approval. The finance department must also approve the Preliminary Project Report (PPR).

The mission director can impose additional conditions for individual projects while granting preliminary approval to enable preparatory work to begin. The municipal administration commissioner and director has been instructed to take further action to submit proposals for administrative sanction under the two schemes.
