HYDERABAD: The Telangana High Court was not inclined to stay Gazette No. 43, dated November 23, 2025, issued by the district election authority/district collector of Sangareddy district on the “Reservation of Seats/Offices for Sarpanches and Ward Members in Sangareddy district for the Ordinary Elections, 2025.”
The petitioner, Agamaiah, argued that the gazette was issued without following the report and recommendations of the dedicated One-Man Commission and was contrary to the principles of the “Doctrine of Legitimate Expectation” as well as the provisions of the Telangana Panchayat Raj Act, 2018.
He further submitted that in Sangareddy district, out of 613 sarpanch posts, only 117 were reserved for Backward Classes, amounting to just 19.086 per cent, which, he said, is disproportionate to the BC population and voter share. He sought a direction to re-allocate reservations in a manner that reflects the actual BC population and the State’s earlier assurance of 42 per cent, in line with constitutional, statutory, and judicial principles.
Justice T. Madhavi Devi heard the lunch motion petition and issued notices before admission to the State government and the State Election Commission. The matter was posted to December 10 for further hearing, and the State has been directed to file its counter affidavits in the meantime.
