Telangana Chief Secretary Hails 2015 Batch for Decade of Public Service

Hyderabad: Marking a significant milestone in the journey of the 2015 batch of civil servants, Telangana Chief Secretary K. Ramakrishna Rao lauded the officers for completing a decade in public service. In a heartfelt message addressed to the batch, he reflected on their contributions over the past ten years and offered guidance for the years ahead.

The Chief Secretary noted that the officers, who began their careers in Telangana’s formative years, have witnessed and contributed to the evolving governance landscape of the state. "You have seen governments change, policies evolve, and witnessed firsthand how the machinery of state responds to crisis and opportunity alike," he said, recognising their roles as both witnesses to and agents of change.

Acknowledging the challenges and growth that come with a decade of service, Rao highlighted the importance of balancing experience with idealism. "Let the practical wisdom you have gained not extinguish the idealism that brought you to service," he wrote, urging the officers to preserve the spirit that led them into public administration.

The message emphasized the refined skills of discernment and listening the officers have acquired, particularly in navigating the needs of the vulnerable and assessing the advice of colleagues. Rao praised their hard-won ability to differentiate authority from wisdom and rank from respect.

In a strong endorsement of integrity and professionalism, the Chief Secretary reminded officers that these are not occasional virtues but enduring habits that shape both career and character. “Honour, integrity, and professionalism are indeed not cloaks to be donned at will, but habits that define a career and, ultimately, a life,” he noted.

Encouraging a mindset of continuous learning, Rao called on the officers to remain open to questioning and growth. “Only by continuing to question can you continue to learn, and only by learning can you truly lead,” he said.

The message also reflected on the nature of leadership, stating that it is not rooted in command but in trust earned through consistent action and service. He praised their role in shaping a transforming Telangana, calling their efforts “a foundation” for the future.

Quoting historian David Landes, Rao urged the officers to remain optimists and continue striving despite imperfection and uncertainty. “Educated, eyes-open optimism pays; pessimism can only offer the empty consolation of being right,” he quoted.

Concluding his message, Rao described the first decade of their careers as a foundation and hoped the next would become a monument—“built not in stone, but in the transformed lives of those you serve.”

The note was received as a moment of encouragement and reflection by the 2015 batch officers, many of whom have played key roles in implementing welfare schemes, handling crises, and strengthening administrative systems across Telangana.
