Staff Recruited Post-July 2023 Seek Full 2nd PRC Benefits, Reject Cut-Off Trap

HYDERABAD: Government employees appointed after July 1, 2023, have sought full benefits under the Second Pay Revision Commission (PRC), saying the delay since the revision became due should not leave newer recruits at a financial disadvantage. The Telangana DEd-BEd Government Teachers Association (TGDBTA) said the issue affected DSC-2024 teachers, Group-service recruits, police personnel, Gurukulam staff, medical department employees and lecturers who entered service after the cut-off date.

The Second PRC became due from July 1, 2023. TGDBTA said thousands of employees joined government service after that date through recruitment notifications issued by the government and their date of appointment was not in their control.

“The delay was not caused by newly recruited employees. They were appointed through government recruitment notifications and joined service according to the dates fixed by the government. Why should they bear the financial consequences of the delay?” the association said.

The association referred to the PRC, where July 1, 2018, was treated as the cut-off date. Employees in service received pay fixation under the revised scales, while those appointed later were treated differently.

The association also cited the SGT pay scale to question how much benefit employees actually received. Employees expected a basic pay of Rs 21,230 to reach about Rs 34,690 after DA merger and fitment but the revised scale stood at Rs 31,040, it said.

TGDBTA asked the government to consider the actual financial benefit received by employees rather than the fitment percentage alone. It sought fitment and pay fixation benefits for employees recruited after July 1, 2023 instead of repeating the cut-off rule followed during the First PRC.
