SIR Enters Crucial 2-Month Phase

Hyderabad:The special intensive revision (SIR) of electoral rolls has entered a crucial two-month phase, during which the Election Commission of India (ECI) will publish the draft rolls, receive claims and objections and subsequently publish the final voter list.

As announced earlier by the ECI, voters who missed the recently concluded enumeration phase will not permanently lose their right to vote. Eligible voters whose names are missing from the draft rolls will have another opportunity to retain their vote.

Names may be missing primarily because voters failed to establish a link with the previous SIR held in 2002 or did not submit enumeration forms. The reasons for names being omitted from the draft rolls and the remedial measures available to voters are given below:

Scenario 1: ‘Unmapped’ but submitted their enumeration forms

In this scenario, the voter, born in the country on or before July 1, 1987, must have submitted their enumeration forms physically or online to the poll authorities, but they could not provide details pertaining to the previous SIR. Still, their names will appear in the draft roll but will be issued a notice asking them to establish their identity by submitting any of the 12 ID proofs relating to date of birth and place of birth.

Scenario 2: Forms received but not returned to BLO

In some cases, the voter, born on or before July 1, 1987, must have approached the BLO and taken the form but failed to submit it back. In such a scenario, their name will not appear in the draft roll, and they have to go through the process of registering as a voter afresh by submitting Form 6 along with supporting documents. This process will commence from August 17 and continue till September 16. The registration process can be online or physically by submitting the forms to respective BLOs.

Scenario 3: ‘Unmapped voters’ born after 1987

The names of voters who were born after 1987 but did not submit the enumeration forms will be missing from the draft rolls. In such a scenario, the voter shall initiate the registration process afresh by submitting Form 6 along with the supporting documents.Scenario 4: People who attained 18 years but never registered as voters

People belonging to this group shall apply for registration by submitting Form 6 along with supporting documents

Supporting documents

If the voters were born between July 1, 1987 and December 2, 2004, they need to submit documents to validate their date of birth and place of birth and also any one of the parents.

Those voters who were born after December 2, 2004, should submit the documentary evidence of both parents. If any of the parents is not an Indian, they must submit his or her passport and visa.
