Routine Verification Helps Jangaon MRO Detect Fraud in Paying Stamp Duty

Hyderabad: A routine verification into the land registration transactions carried out by the Mandal Revenue Officer (MRO) of Jangaon helped in detecting a financial fraud to the tune of Rs. 8.55 lakh.
After the fraud came to light, Jangaon MRO Indrapally Hussain lodged a complaint with the Jangaon police three days ago. In his complaint, Hussain said verification was conducted with regard to land registration transactions being carried out as per the Bhubharathi Act.
During the verification, it was revealed that in certain registrations executed on December 24, 2025 at the MRO office in Jangaon, the stamp duty and registration challan amounts, which were required to be paid based on the government-prescribed market value, were not paid in full.
Instead, only very minimal amounts were paid through challans, for which clear evidence has been found. However, the full stamp duty and registration fees were collected from the land owners, while only minimal amounts were remitted to the Government Treasury and the remaining amount was misappropriated for personal use.
During verification, another extremely crucial aspect came to light that the challan payment receipts relating to the registrations were digitally altered using electronic devices such as mobile phones and computers, and forged receipts were created to falsely show that the full challan amounts had been paid.
Preliminary evidence to this effect has been obtained. While the actual amount paid as per the official government records was only a minimal amount, the challan receipts were manipulated to reflect payment of the full amount as per the market value, thereby misleading government officials and unlawfully siphoning off government revenue.
This fact has been clearly established, the FIR said. Upon conducting verification based on such forged electronic challan receipts, the exact amount of misappropriation of funds has been accurately ascertained. Due to these acts, the State government has suffered substantial financial loss.
These actions clearly indicate an organized and premeditated financial fraud. As revealed in the preliminary enquiry, an amount of Rs.8.55 lakh has been misappropriated, causing substantial loss to the government. Based on Hussain’s complaint, the police booked under relevant provisions of BNS and IT Act and took up investigation.
When contacted, the Jangaon police said at least half a dozen persons could be involved in the fraud. The role of a few Mee Seva employees, document writers and others came under the scanner. “We are investigating the case to zero in on the modus operandi adopted by the accused for committing financial fraud,” a police official said.
