Revenue Minister Ponguleti Hails HC's orders On Sadabainama Lands

Minister assures that he will expedite the clearance of 9 lakh pending applications

Hyderabad: Revenue minister Ponguleti Srinivas Reddy said the the long-pending issue of sada bainama land — where the agreement is on plain paper — had finally found a resolution with the Telangana High Court on Tuesday allowing regularisation of such properties. Srinivas Reddy said the introduction of the Bhu Bharati Act by the Congress government had facilitated the regularisation of sada bainama land holdings. He announced that the state government was committed to resolving lakhs of applications filed by poor farmers and landowners under this category five years ago.

“This historic judgment will fulfil the dreams of lakhs of poor people who have been waiting for justice for years,” he said in a statement on Tuesday.

The minister added that the groundwork for resolving applications was complete and the process of granting approvals will begin shortly. “We will expedite the clearance of applications and provide relief to every genuine beneficiary,” he stated.
Srinivas Reddy said the previous BRS government had betrayed poor farmers by collecting applications for sada bainama land but failed to provide any legal framework for their settlement. “The Dharani portal, brought in an arbitrary manner, did not offer any mechanism to resolve the sada bainama applications. As a result, nearly 9.26 lakh applications remained unsettled and many applicants were forced to approach the High Court,” he said.
He also highlighted the government’s decision to scrap the controversial Dharani portal, calling it an illegal initiative of the previous BRS regime. “As promised by Chief Minister Revanth Reddy during the elections, Dharani was abolished and a new, transparent and people-friendly system was brought in. After studying land records management in 18 states across the country, the government drafted the Bhu Bharati Act-2025, which has now emerged as a role model for the nation,” the minister said.

As part of the outreach, the government conducted public meetings to receive petitions under the new law. “We have already received 8.6 lakh applications under Bhu Bharati. Each of these applications will be addressed systematically. Our government is determined to ensure justice for farmers and the common people,” he said.
