Power Licence Amended to Include Sircilla CESS
The commission held that CESS’s exemption expired on March 31 and that licence amendment was necessary to prevent a supply vacuum.
Hyderabad:The Telangana Electricity Regulatory Commission (TGERC) on Tuesday allowed the Northern Power Distribution Company of Telangana Ltd (TGNPDCL) to amend its distribution and retail supply licence to include the Cooperative Electric Supply Society Ltd (CESS), Sircilla.
The bench comprising chairman Dr Justice Devaraju Nagarjun, member (Technical) Raghu Kancharla and member (Finance) Cherukuri Srinivasa Rao admitted TGNPDCL’s petition and granted retrospective effect from April 1, validating the company’s provisional takeover order on March 31.
TGERC said it had considered 1,211 stakeholder responses, including supporters citing improved technical management and critics seeking continuation of CESS’s exemption, forensic audits and protection of cooperative rights. The commission held that CESS’s exemption expired on March 31 and that licence amendment was necessary to prevent a supply vacuum.
Matters relating to CESS’s assets, dues and cooperative governance remain under the purview of the State government and cooperative law. Directions issued include ensuring reliable service parity, applying existing tariff determinations for FY 2026‑27, transfer of subsidy arrangements by the government, and transfer of pending consumer complaints to TGNPDCL.
