NMC Asks Hospitals To Stock Anti-rabies Vaccine Enforces SC Order On Stray Dog Control

Hyderabad: The National Medical Commission (NMC) has issued a public notice directing all government hospitals to maintain mandatory stocks of anti-rabies vaccine (ARV) and rabies immunoglobulin (RIG) at all times.

A source from the health department explains that there are ongoing preparations to prepare the report and a nodal officer but in regard to vaccines rabies immunoglobulin (RIG) is expensive and not found mostly except the larger tertiary government hospitals, so that must be procured.

The NMC has strictly instructed every hospital to comply with the Supreme Court’s orders aimed at preventing stray dog entry into institutional premises, following a rise in dog-bite incidents.

In a notice dated December 29, 2025, the NMC said the Supreme Court has issued stringent and time-bound directions to states, Union Territories and the Union government to secure educational institutions, hospitals, medical facilities, sports complexes, bus stands and railway stations from stray dog ingress.

As per the Supreme Court directives, all government and private institutions — including schools, colleges, hostels, hospitals, medical colleges, sports complexes, stadiums, bus stands, ISBTs and railway stations must identify and secure their premises within two weeks.

Institutions have been asked to install fencing, boundary walls, gates and other structural or administrative safeguards within eight weeks to prevent the movement or habitation of stray dogs.

Each institution has also been directed to designate a nodal officer responsible for cleanliness, prevention of dog entry and coordination with local municipal authorities. The details of the nodal officer must be prominently displayed on campus and formally communicated to the concerned municipal body.

The order also requires chief secretaries of all States and Union Territories, the National Highways Authority of India (NHAI), and the Ministry of Health and Family Welfare (MoHFW) to file compliance affidavits within eight weeks.
