NHRC slams Telangana govt over inaction, seeks report on KPHB construction site tragedy that killed three Odisha migrants

Hyderabad: The National Human Rights Commission (NHRC) has pulled up the Telangana government for failing to take swift action or provide compensation in a fatal construction site mishap that killed three migrant workers from Odisha and critically injured three others in the Kukatpally Housing Board (KPHB) area.

The incident occurred around 9 am on September 7, 2023, when a scaffolding structure at an illegally constructed six-storey building in Addagutta collapsed, throwing six workers from a height of over 75 feet. The deceased were identified as Balram Badanayak, Sonia Badanayak, and Buddha Badanayak. Three others were rushed to Gandhi Hospital in critical condition.

A petition filed by human rights lawyer Rama Rao Immaneni prompted the NHRC to reopen the matter after finding the state’s earlier report “unsatisfactory.” In its latest order, issued on August 31, 2025, the Commission directed chief secretary K. Ramakrishna Rao and Cyberabad Commissioner Avinash Mohanty to submit a revised and detailed progress report within four weeks, including daily case updates and specifics on compensation.

All six victims were part of a 17-member migrant group from Badlapada village in Malkangiri district, Odisha, who had recently moved to Hyderabad in search of work. The police registered a case under Section 304A (causing death by negligence) against the building owner and alerted GHMC officials, who are yet to publicly announce any action against the builder.

Activists have demanded not only legal accountability but also immediate relief for the victims’ families, including Santhu’s wife and three young daughters.
