Hyderabad Police Issues Safety and Security Instructions for Pubs, Bars

Hyderabad: The Hyderabad police issued instructions and advisory to the owners of pubs, bars and restaurants, cafes and coffee shops on various safety and security aspects.

The police asked all the amusement licence holders shall ensure sound pollution in control and should not exceed the limits 65 dB -daytime and 55 dB -night, accordingly engineering, acoustic changes and necessary arrangements need to be made, according to West Zone Deputy Commissioner of Police, S M Vijay Kumar.

Patrons in an intoxicated state must not be allowed to drive. The managers of pubs and bars must encourage the use of alternative transportation facilities or hire the drivers, etc.,

The instructions were issued during an interaction-cum-co-ordination meeting held on Thursday and Friday at the DCP’s office with all the managements of public places of entertainment such as pubs and bar-cum-restaurants, cafes, coffee shops on various safety and security aspects.

The following instructions and an advisory were issued to the establishments:

All the license holders of pubs, bar-cum-restaurants, cafes and coffee shops are advised to apply for police licences through web portal - https://hyderabadpolice.gov.in/permission.html for an entertainment license for establishments applicable for bars and restaurants, hotels etc.,

The managements must secure amusement license to play music in establishments and must apply only after obtaining entertainment license for establishment and entertainment-cum-amusement license for establishments applicable for pubs for playing music.

The owners shall ensure to apply for the police licenses not for the sake of merely to have a license copy, but to ensure all the safety and security measures are in-place to tackle with any unforeseen incidents, as Hyderabad has transitioned into a cosmopolitan city, characterized by its diverse population, cultural and thriving economy.

As part of the same, security and safety measures need to be ensured by all the owners. The establishment owners shall install Door Frame Metal Detectors (DFMD) and Hand Held Metal Detectors (HHMD) at entrances and exits.

Any suspicious material has to be checked properly and if necessary the same shall be informed to local police for defusing or disposal. Proper illumination arrangements must be made at all points of entrance and exit and parking places.

Mandatorily all establishments shall install CCTV Cameras having proper visual clarity to cover entire premises of the establishment with at least having 30 days backup storage. The owners also directed to install CCTV cameras to cover the main roads leading to their premises, which will act as crucial evidence or leads in detection of other crimes happening in and around the establishment.

Proper sign boards need to be installed for quick evacuation in case of any emergency situation to avoid stampede kind of situation in such cases. The owners and managers strictly instructed to not allow minors to booze, smoke in their premises.

All Amusement licence holders shall ensure noise and sound pollution in control and shall not exceed the limits 65 dB -daytime and 55 dB -night, accordingly engineering/acoustic changes/arrangements need to be made.

The managers of pubs and bars must encourage the use of alternative transportation facilities or hire the drivers, etc., Bouncers or security staff shall be professionally trained in minimum security and fire safety tools to handle in any eventuality and periodically organise mock drills to have hands on experience.

Any act or incident identified or reported, which is punishable by law shall be reported to the concerned local police or dial 100 without any hesitation, in order to bring the culprits on police records. The owners or managers must seek police permission if any event or program been organised in their premises to ensure proper precautionary measure are taken to avert any untoward incident and shall not be over crowd the premises.

All the establishments are advised to close their businesses per the stipulated cut off timings.

The conveyance vehicles such as auto rickshaws and cabs without proper number plate or with suspicious movements shall be identified in and around the establishment and the same shall be brought to the notice of police, in order to ascertain the identity of the vehicles and the drivers and to prevent any crimes, according to the DCP.

The managements must agree to all the suggestions and advises of the police for ensuring the safety and security of citizens.
