HMDA Will Issue TDR Certificates: MA&UD

 Hyderabad: The municipal administration and urban development (MA&UD) department issued an order on Friday said that the HMDA will issue Transferable Development Rights (TDR) certificates for land acquired for infrastructure projects being executed by it, instead of the municipal corporations issuing them as was the practice earlier.

This regime applies to projects in the Core Urban Region of Economy (CURE), Peripheral Urban Regulated Ecosystem (PURE) region and lands falling within the Secunderabad Cantonment area. “The idea is seamless execution of land acquisition tasks,” said an official from MA&UD Department.

Major projects being executed by the HMDA include the 5.4-km elevated corridor from Paradise Junction to Dairy Farm Road (NH-44) and the 18.14-km elevated corridor from Paradise to the Outer Ring Road (ORR) near Shamirpet via Trimulgherry, Karkhana, Lothkunta, Alwal, Bolarum and Thumkunta. Radial roads are also being executed in the CURE area.

For these projects and other infrastructure works, TDRs will be issued for acquired land, including private properties and pattas. For Defence land, however, TDRs will not be issued, and land will be provided in lieu of land.

There is currently no provision for TDRs in the Secunderabad Cantonment. TDRs issued by the HMDA can be utilised anywhere in the HMDA region. According to the MA&UD order, issuance of TDR certificates by the HMDA for its projects would facilitate uniformity in processing, proper accounting of TDRs and effective implementation of public projects.

TDR certificates are issued to property owners instead of monetary compensation when part or all of their property is acquired for infrastructure projects such as flyovers, underpasses and roads. The certificates provide for additional built-up area and can also be sold to developers.
