GHMC Pegs Budget at Rs.11,460 Cr; Focus on Roads, Green Cover

Hyderabad: The budget estimate of the Greater Hyderabad Municipal Corporation (GHMC) for the 2026-27 fiscal is ₹11,460 crore, which also includes 27 urban local bodies (ULBs) within and abutting the Outer Ring Road covering Ranga Reddy, Medchal-Malkajgiri and Sangareddy districts. The revised budget estimate for 2025-26 is ₹11,010 crore.
While the GHMC budget covering 2,053 sq. km is ₹11,460 crore, the estimate for the erstwhile GHMC area alone, excluding 20 municipalities and seven municipal corporations, is ₹9,200 crore for 2026-27. The 2025-26 budget for the erstwhile GHMC was ₹8,340 crore.
Of the ₹11,460 crore budget for Hyderabad, the lion’s share has been earmarked for roads, bridges, the Comprehensive Road Maintenance Programme (CRMP) which covers main roads, and Hyderabad City Innovation and Transformative Infrastructure (HCITI) projects. The state government has taken up several infrastructure works including flyovers, underpasses, Road under Bridges (RuBs) and Road over Bridges (RoBs) under HCITI.
The second-highest allocation is for cleanliness and recycling initiatives, including waste-to-energy processes. Solid waste management has been allotted ₹746 crore.
For 2026-27, GHMC has also prioritised strengthening stormwater drains with ₹550 crore proposed, in addition to ₹75 crore for illumination. Increasing and maintaining green cover has been accorded priority, with ₹590 crore exclusively marked as the ‘Green Budget’.
Debt servicing, including payment of principal and interest on loans, has been categorised as expenditure, with ₹1,825 crore allocated.
For the 2026-27 fiscal, while the overall Budget is ₹11,460 crore, revenue income is projected at ₹6,441 crore and capital expenditure at ₹7,403 crore. GHMC expects ₹2,245 crore from property tax, ₹1,200 crore from building permits and occupancy certificates, and ₹400 crore through State Finance Commission (SFC) grants.
