The fresh enumeration will cover electors who were issued enumeration forms but whose forms were not received back, resulting in their exclusion from the draft rolls.

Electors who have not shifted residence can submit their duly filled enumeration forms along with a statement explaining why they could not submit them earlier.

Those who have shifted within the state need not file Form-8 for a change of address but must submit the enumeration form along with a statement mentioning their new address and assembly constituency, supported by address proof.

In the case of homeless electors who do not possess address documents, the BLO's field verification report will be accepted as proof of residence.

Accepted applications will be kept separately for inclusion in the final electoral roll, with the electors retaining their previous EPIC numbers.

Electors who have already submitted Form-6 for fresh enrolment during the SIR will not be required to submit the Enumeration Form again.

Hyderabad: More than 73 lakh electors in Telangana, whose names were excluded from the draft electoral rolls after being classified as absent, shifted, dead or duplicate (ASDD) during the special intensive revision (SIR), have been given another opportunity to submit enumeration forms (EFs) for inclusion in the final voter list.

The Election Commission of India (ECI) has reopened the process of submitting enumeration forms until November 21. The earlier exercise had ended in August. The decision follows allegations of voter disenfranchisement. The fresh opportunity is provided for electors in seven states, including Telangana.

According to the State Election Authority, 73,39,234 electors in Telangana were placed in the ASDD category during the SIR exercise. The fresh enumeration will cover electors who were issued enumeration forms but whose forms were not received back, resulting in their exclusion from the draft rolls.

“The tasks related to EF will be taken up till November 21. Form 6 procedure to get enrolled in electoral rolls is an ongoing process and people should not get confused,” said an official from the State Election Authority. "The Booth Level Officers (BLOs) will approach the ASDD electors. The electors too can also approach BLOs or file EF online,” he added.

Booth-wise lists of electors marked as ASDD, including those whose enumeration forms were not received and whose names were consequently excluded from the draft rolls, will be displayed again on notice boards at the respective polling stations.

The lists will also be uploaded in PDF format on the website of the Chief Electoral Officer.

Electors can submit their enumeration forms to Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) or Booth Level Officers (BLOs). They can also contact their BLOs or call the toll-free helpline 1950 for assistance.
