1st Phase of Census Completed in Tamil Nadu

CHENNAI: The first phase of the Census of India 2027, comprising house listing and housing census (HLO) operations, has been successfully completed across Tamil Nadu, officials announced on Monday.
The month-long field operations, which commenced on August 1, concluded on August 30 across all urban and rural administrative divisions. Prior to the door-to-door survey, a dedicated self-enumeration (SE) window was made available between July 17 and July 31, allowing over 10 lakh households to submit their particulars digitally via the official Census web portal.
To guarantee total geographic coverage, the state deployed a workforce of over 1.15 lakh enumerators and 19,000 supervisors across nearly 1.2 lakh house listing blocks, spanning 1,026 administrative charges. Marking India’s transition to a fully digital Census, field personnel utilised a secure mobile application for real-time data capture, geo-tagging, and direct server transmission, eliminating manual paper schedules.
During this initial phase, enumerators mapped residential structures and recorded answers across 33 key indicators. These metrics assess housing durability, asset ownership and access to basic civic infrastructure, including safe drinking water, electricity, sanitation, kitchen facilities and digital connectivity.
The Directorate of Census Operations, Tamil Nadu, conveyed its appreciation to the field workforce, district administrators, civic bodies and citizens for their cooperation. The authorities emphasised that under the Census Act, 1948, and the Digital Personal Data Protection (DPDP) Act, all respondent information remains strictly confidential and will be utilised exclusively for developmental planning and statistical analysis.
The nationwide decennial exercise will now advance to its second phase — population enumeration (PE) — scheduled to take place in February 2027. During that stage, every resident will be enumerated to build comprehensive demographic, socio-economic and educational profiles.
