BENGALURU: The commission, headed by retired Justice Nagamohan Das, on internal reservation for members of the Scheduled Castes in Karnataka, submitted its report to Chief Minister Siddaramaiah in Bengaluru on Monday.
Siddaramaiah stated that the 1,766-page report would be placed before the Cabinet on August 7 for discussion and a decision.
Justice Das told reporters that the commission had analysed data gathered from a survey of Scheduled Caste members before finalising the report. He added that the commission had submitted an interim report to the state government on March 27, and had recommended a fresh survey of the Scheduled Caste community, which was subsequently approved by the government.
The fresh survey was necessitated due to a lack of empirical data. It was conducted from May 2025 to July 6. Justice Nagamohan Das affirmed that the state government has the authority to provide internal reservation.
He pointed out that the Supreme Court, in a judgment dated August 1, 2024, ruled that internal reservation is constitutionally-permissible, stating, “Providing internal reservation is nothing but an extension of social justice.” In India, he noted, members of the Scheduled Castes are a heterogeneous group and deserve internal reservation.
Speaking to reporters, minister for rural development and panchayat raj Priyank Kharge said that Justice Nagamohan Das had submitted the Commission's report to the Chief Minister, and that providing internal reservation to Scheduled Caste members was part of the Congress' 2023 Assembly election manifesto.
Kharge added, “We have conducted a scientific survey, and most people have been covered, barring some from urban areas who did not come forward to participate.” He said the report would be discussed in the Cabinet meeting to review the Commission's recommendations.
