Union Budget Initiatives to Help STs Indirectly: AERC

Visakhapatnam: Union Budget 2026–27, while stopping short of announcing a standalone scheme for scheduled tribes (STs), has unveiled initiatives that could indirectly benefit tribal communities in Andhra Pradesh.
According to Dr. Chetti Praveen Kumar of the Agro-Economic Research Centre (AERC), Andhra University, the budget’s focus on eco-tourism and skill development presents new livelihood opportunities for tribal regions.
Among the highlights are plans to develop eco-friendly mountain and nature trails in Araku Valley, as well as bird-watching trails around Pulicat Lake. Both areas are home to significant tribal populations. Dr. Praveen believes these projects could generate non-farm income, local employment, and cultural preservation if implemented with community participation.
“Tourism and nature-based livelihoods are among the most significant opportunities for tribal areas. Araku Valley depends heavily on coffee cultivation, forest produce, and handicrafts. Eco-tourism, if developed inclusively, can transform these regions by creating sustainable jobs and enterprises,” the researcher said. He, however, cautioned that tribal communities must be treated as key stakeholders, rather than relegated to low-wage service roles.
The Budget emphasises on skill development initiatives, including training tourist guides and building digital knowledge platforms. Dr. Praveen noted that such measures could empower tribal youth, provided outreach and inclusion are prioritised. He felt proposals for regional medical hubs may indirectly support tribal and remote areas if strategically located.
“The opportunities are clear. But the challenge lies in ensuring equitable access and effective implementation,” he observed.
