Singapore Model Inspires AP Governance Reforms at Collectors’ Conference
Discussions at the conference in this regard have followed the week-long Singapore-Andhra Pradesh Governance Excellence (SAGE) programme organised in collaboration with the Singapore Cooperation Enterprise.
Vijayawada:Drawing from Singapore’s administrative practices, Andhra Pradesh government on Thursday presented a roadmap for governance reforms at the Seventh Collectors’ Conference organised at the Secretariat in Amaravati on Thursday.
Discussions at the conference in this regard have followed the week-long Singapore-Andhra Pradesh Governance Excellence (SAGE) programme organised in collaboration with the Singapore Cooperation Enterprise.
Speaking on the occasion, Revenue minister Anagani Satya Prasad said their Singapore visit has been special and transformative, offering lessons in precision governance, coordination, and citizen-centric administration. He said AP already has a strong grassroots system through village and ward secretariats. However, it requires improved integration and efficiency in service delivery.
The Collectors’ Conference reviewed the outcomes of the SAGE programme, which covered public-centric administration, accountable leadership, infrastructure planning, disaster management, digital governance, and inter-departmental coordination. Ministers Kinjarapu Atchannaidu, Ponguru Narayana, Vangalapudi Anitha, Satya Kumar Yadav and B.C. Janardhan Reddy and shared their observations on these issues.
Health minister Satya Kumar said Singapore’s “Nation First” philosophy highlights the importance of long-term planning and accountability. He referred to his visits to the Urban Redevelopment Authority, PSA Port, and command-and-control systems. He maintained that Andhra Pradesh needs to strengthen integrated planning and upgrade RTGS into a real-time monitoring system.
Home minister Anitha said Singapore’s civic engagement and grievance redress systems have offered useful lessons for improving public trust and transparency in governance.
Municipal administration minister Narayana said AP is planning integrated citizen service centres on the lines of Singapore’s model in Amaravati and Visakhapatnam.
Revenue minister Satya Prasad outlined ongoing reforms, including digital locking of land records, blockchain-based systems, and simplified land regularisation processes, stating that these measures have improved investor confidence in AP.
The Collectors’ Conference discussed the proposed “One District–Integrated Pilot Model” covering sectors like health, roads, agriculture, water management, and disaster response, supported by real-time digital monitoring systems.
A 90-day action plan has been prepared with focus on inter-departmental task forces, AI-based governance tools, and digital systems.
