Fast-Track 72-Hour Clearance Policy for High-Rise Building Permissions
A special cell has been constituted in the O/o DTCP, Mangalagiri, which is authorised to clear these permissions within the stipulated 72 hours.
Vijayawada: The Andhra Pradesh Government has unveiled a fast-track 72-hour clearance policy vis-à-vis permissions for high-rise building constructions, so as to bolster the ‘Ease and Speed of Doing Business’ concept.
Chief Minister N. Chandrababu Naidu said on Friday that the alliance government has its focus on urban development through ease of doing business. Under this, it announced a standard operating procedure (SoP) designed to streamline and expedite the approval process for high-rise building permissions.
“This revolutionary framework mandates the disposal of all eligible high-rise building proposals within a strict service level agreement period of 72 hours. This decision underscores the government's “unwavering commitment to foster a business-friendly environment, attracting investment and ensuring rapid, transparent and efficient project clearances,” Naidu said.
Urban development principal secretary Suresh Kumar explained, “By recognising certain drawbacks observed in previous clearance mechanisms, the government has directed the director of town and country planning to examine the matter thoroughly. Accordingly, DTCP proposed this comprehensive SoP, which has been meticulously examined and approved by the government.”
The highlights of the new procedure, Suresh Kumar stated, are as follows: the new SoP refers to high-rise buildings having 12 floors and above (including TDR floors). The aim is to eliminate bureaucratic delays and provide a predictable timeline for developers.

Under the automated proposal intimation system, upon receipt of a high-rise building proposal, an automated intimation message/information would be sent instantly to the DTCP, commissioner/vice chairperson/metropolitan commissioner, and the concerned town planning section head in their respective urban local body/ development authority login.
Rapid site inspection and report (within 36 hours): Once the proposal is received in the login, the concerned commissioner, along with the town planning section head, shall inspect the site immediately. They are mandated to furnish all necessary details as per the site inspection proforma, complete with site photos, on the APDPMS portal within a strict time-frame of 36 hours.
Following the site inspection, the town planning section head will prepare and furnish a detailed or brief site report on the proposal.
The entire process, from proposal receipt to the completion of site inspection and submission of the brief site report, must be finalised within 36 hours.
The scrutiny committee meeting and final disposal (within 72 hours): After the site inspection and report submission, the town planning section head will attend a scrutiny committee meeting at the O/o DTCP, to facilitate the final disposal of the proposal within the overall SLA period of 72 hours.
Suresh Kumar said, “To ensure seamless execution, the director of town and country planning will undertake necessary actions to incorporate this entire flow into the APDPMS portal. All commissioners, including APCRDA, VMRDA, urban development authorities, municipal corporations, municipalities and nagar panchayats have been specifically instructed to scrupulously follow this standard operating procedure without fail.”
