Farmers Allege Poor Implementation of 1V1M4V Programme

Villagers say unresolved land issues expose gaps in rural governance drive

Visakhapatnam: Farmers of Anakapalli have criticised the One Village, One Month, Four Visits (1V1M4V) programme, which is the state government's prestigious initiative to strengthen rural governance.

They charge that the initiative is not being implemented properly in their area, as their issues have remained unresolved.

As part of the 1V1M4V programme, Revenue, Irrigation, and Rural Development officials are expected to attend village meetings. However, farmers of Koruvada village in K. Kotapadu mandal said only officials from the Revenue department showed up.

Farmers Koruvada Govinda Rao and M. Ravanamma said as officials of other departments had not been present, revenue authorities said they alone could not resolve their issues.

According to them, eight farmers have been cultivating a 1.64-cent parcel of land under survey number 327-4 of Koruvada village for the past five decades. They hold valid pattas for the land.

However, following the "Jagananna Re-survey," their lands had been mistakenly recorded as Inam lands. Govinda Rao and Ravanamma said they lodged a complaint through the PGRS system under reference number ANPL202602236564, following which the VRO (village revenue officer) conducted an inquiry. Despite this, their lands have not been restored to them, prompting them to escalate the issue to the Lokayukta.

The farmers have asked why they must suffer for mistakes made by Revenue officials. Govinda Rao and Ravanamma have submitted a memorandum to the mandal tahsildar demanding justice. Govinda Rao charged that their travails highlight the gap between the 1V1M4V objectives and its execution on the ground.
