AP CM's Call To Ensure Tamper-Proof Pattadar Passbooks For Land Owners

VIJAYAWADA: Chief Minister N. Chandrababu Naidu has asked officials to ensure that farmers are provided the latest error-free pattadar passbooks carrying state emblem and QR code.

"This would give farmers a sense of confidence and security," Naidu said during his visit to Rayavaram village to take part in the distribution of pattadar passbooks in East Godavari district on Friday, The programme was titled ‘Mee Bhoomi-Mee Hakkku’.

Addressing the farmers and the villagers, Naidu assured them that they need not give any bribe to anyone to get the pattadar passbooks for their farmlands, which are distributed after the re-survey.

He announced a time-bound, year-long programme for release of the pattadar passbooks and said that every month, these would be issued from the second to the ninth day through a gram sabha. Officials must issue the beneficiaries a letter with details. Once the landowner accepted it, with no mistakes in his name, the land boundaries, size and ownership, it could be printed as a pattadar passbook.

This would be done after the conduct of eKYC, he said, and said officials should discard the books that carry any mistake in the entries, and issue fresh cards.

The CM pulled up the East Godavari district administration for its failure to mobilise all the 900 landowners who were to be given the passbooks at the event. “I am here not to address a public meeting but to inspect how efficiently the distribution of pattadar passbooks is being taken up in the state,” he stated.

Naidu said, “We will find link documents to their lands from the archives, even from the British era, and secure them in the data warehousing. We would also secure their latest pattadar passbooks in the Blockchain for safety. Nobody can tamper with them.”

“The farmer, while going to bed at night, can scan the QR code on the passbook and check the details to find out if there are any unauthorised changes. After ascertaining that there is no tampering, he can sleep well with a satisfaction that the land is in his possession intact,” Naidu said.

He said the land resurvey was completed in 6,688 villages so far and 22.33 lakh passbooks were printed. “Officials must discard the 1.18 lakh passbooks that have lapses in their entries.”

The Chief Minister asked the public representatives and officials to take an active role in the distribution of pattadar passbooks.

He criticised the previous government for keeping some lands under section 22-A of the Registration Act (prohibited list) “in case the landowners failed to part with their lands when asked by the YSRC leaders”, and assured farmers of efforts to release such lands from the prohibited list.

Maintaining that more petitions were reaching him on land disputes among family members, Naidu advised them, “Better avoid litigations on land issues by approaching the police and the courts. It makes you lose your peace of mind.”

“When I was a boy, I advised my father not to go for litigation on land issues even at the cost of losing some land and he listened to me. We lived happily without any land disputes thereafter.”

He advised the people to give their correct opinion whenever they conduct IVRS survey so that it would help them get proper feedback on the scheme or programme.

Later, Naidu listed out a series of welfare schemes like Super Six being implemented in the state despite the present financial constraints to fulfil the poll promise. He dwelt at length on the Mega DSC, the Stree Shakti to provide free travel to women in RTC buses, etc.

“In view of our poll promise, we are not going to hike the power tariff. Instead, we intend to use the power system efficiently to generate more power to meet the requirement,” he said.

Naidu asserted, “The triple engine bullet train under the leadership of Prime Minister Modi, Chief Minister Chandrababu and Deputy CM Pawan Kalyan is moving ahead with speed in implementing a series of welfare schemes and developmental works in the state.”

He claimed credit for taking up the Speed of Delivering Governance and Mana Mitra (WhatsApp governance) to provide a series of government services to the people without making them scout around government offices.

The Chief Minister made interesting remarks on cockfights especially in the erstwhile Godavari districts for the Sanskrit festival. He said, “Cockfights can be held in a traditional format with no gambling and jackpot. Such illegal acts may cause you to lose money.”

Naidu said he was lucky enough to conduct the Godavari Pushkaralu three times, with the next one in June, 2027. “Our government is coming to power again,” he asserted. The Pushkaralu is being celebrated once every 12 years.

On the dispute over water sharing between AP and TG, he said that some people were intentionally kicking up a controversy. He wondered what's wrong when AP intended to draw just 200 tmc-ft of water for supply to Rayalaseema region when nearly 3,000 tmc-ft of Godavari water was getting wasted into the sea every year.
