Vijayawada:The Andhra Pradesh State Development Planning Society (APSDPS) has emerged as a key execution arm of the state government’s Swarna Andhra @2047 roadmap, using data-driven planning, capacity building and real-time monitoring to translate long-term goals into measurable outcomes.

Guided by Chief Minister N. Chandrababu Naidu’s Padi Sutralu (Ten Guiding Principles), the government is targeting a $2.4-trillion economy, a per capita income of ₹55 lakh and sustained annual growth of 15 per cent or more by 2047. APSDPS, functioning under the Planning Department through four wings — Capacity Building, Economic and Policy Research, Information Technology and the State Institution for Transformation (SIT) — is working to translate these targets into ground-level governance.

Under the AP Knowledge Society and Capacity Building Policy 2025, the government has rolled out iGOT Karmayogi in partnership with IIM Ahmedabad and the Capacity Building Commission. More than 8.2 lakh government employees are covered, with district-level monitoring and live dashboards. Andhra Pradesh has secured second rank nationally, with more than 1.52 crore course completions against 1.85 crore enrolments.

School Education recorded 58.09 lakh completions, followed by Panchayat Raj with 14.10 lakh, Police with 13.27 lakh, Municipal Administration with 10.63 lakh and Public Transport with 4.38 lakh.

The government is also establishing the Global Institute for Good Governance (GIGG) at Amaravati, modelled on leading global institutions, along with an Andhra Governance Innovation Lab (AGIL) to promote policy experimentation and data-driven solutions.

At the constituency level, Constituency Vision Action Plan Units (CVAPUs) have been established in all 175 Assembly constituencies. Led by MLAs, the nine-member units include Constituency Special Officers, MPDOs and trained Young Professionals who track more than 600 development indicators through live dashboards.

MLA constituency offices are also monitoring village adoption under the P4 Zero Poverty programme, identifying Bangaru Kutumbam families and addressing grievances through the PGRS portal.

At the state level, the Chief Minister reviews all 28 districts through an evidence-based mechanism integrating Swarna Andhra Portal KPIs, citizen feedback from 45 public campaigns and PGRS resolution data. Issues raised by Collectors and legislators are tracked through a Review Tracker, with departments required to submit Action Taken Reports before Government Orders are issued.

The Population Management Policy 2026 and Pillale Sampada framework focus on Matrutva, Sanjeevani, Shakti, Kshema and Naipunyam. Economic planning initiatives include AI-enabled GVA estimation, GSDP nowcasting and a Services Trade Facilitation Centre.

APSDPS has also revamped Tirumala’s Srivari Seva programme with TTD and IIM Ahmedabad and trained more than 2,500 daily volunteers. It has also studied poverty alleviation in Kuppam, where the grievance reopen rate stood at 1.74 per cent among more than 16,800 issues.

A Singapore pact on urban governance and digital transformation and ₹1.61 crore secured under NITI Aayog’s State Support Mission have further strengthened the transformation agenda.
