Vijayawada: Andhra Pradesh government has initiated a series of reforms to curb corruption in the Registration department. As part of it, Registration authorities have appealed to people seeking registration, especially of their properties, to ensure that while entering data in their application form for registration, they must enter their own mobile number. This will enable them to get an OTP on that particular mobile number, apart from relevant text messages as well as the property registered document on their phone through WhatsApp.
Registration authorities are asking sub-registrars to make people aware of giving their own mobile numbers while filling up the application forms. This is to prevent document writers, who take advantage of the situation by entering their own mobile numbers in the application forms.
Further, sub-registrars have been tasked with the responsibility to check whether the mobile numbers mentioned in application forms are of those seeking to register their documents and not others, like document writers. Sub-registrars will also check any entry of duplicate numbers during registration of documents.
The department has introduced a slot booking system for registration of documents with 10 minutes allotted to each party for due procedures like e-KYC to e-sign, scan documents, and deliver them in a transparent manner. However, it is taking nearly an hour to get a document registered in 80–90 per cent of the cases.
People have thus been advised to fill up the template by carefully entering various details in the respective fields, so that once the document gets registered, it will not have any mistakes. It will be the legally valid document for generations to come.
However, as the entire process of filing applications for registration of documents is online, people approach document writers due to lack of awareness in filling up the applications with the required information. Document writers take advantage of the situation and mislead people by giving their own mobile numbers and getting the documents on their mobile phones. They then demand more money on various grounds.
In addition, there are concerns over unaccounted cash being found at the sub-registrar offices. Though all financial transactions for registration of documents are online, a good number of people rely on document writers for taking up the responsibility from filling up application forms to taking challan and getting the final document. This leads to corruption, which is bringing disrepute to the Registration department.
Following recent ACB raids on sub-registrar offices across the state, Chief Minister N. Chandrababu Naidu wanted the issue of corruption to be addressed in the department on a priority basis for the benefit of people.
A senior official from the Registration department said, “We appeal to people to submit their own mobile phone numbers when they apply for registration of documents. This brings transparency in registration of documents. It will prevent third parties like document writers, who seek money for service they have provided.”
