AP CM's District Review Exercise Sets New Governance Template

Vijayawada: In a first-of-its-kind governance exercise, Chief Minister N Chandrababu Naidu has completed an extensive district-level review covering all 28 districts, creating a “new benchmark in accountability-driven governance, constituency monitoring and administrative coordination.”

The marathon exercise, which commenced on February 12 and concluded this week, brought MLAs, MPs, district collectors and SPs onto a common platform to assess governance delivery, law and order, public grievances and implementation of development programmes at the grassroots level.

Unlike routine review meetings largely confined to departmental presentations, the CM’s district interactions focused on field realities, public sentiment and constituency-specific challenges. Each session lasted over three hours.

A significant aspect of the review was the evaluation of legislators based on public feedback and constituency performance. MLAs were assessed on parameters including accessibility to the public, grievance redressal, and coordination with officials, public perception and engagement with party cadre.

In a move that drew considerable attention within political circles, Naidu handed over sealed performance assessment reports to legislators. The reports, prepared using surveys, field-level feedback and data analytics, contained detailed observations on constituency management, leadership conduct and organisational coordination.

The CM issued a stern warning to legislators against any direct or indirect involvement in controversial local activities relating to sand, liquor and gambling. He emphasised that even perceptual damage could weaken public confidence and undermine the government’s credibility.

The reviews also doubled as mentoring sessions for first-time MLAs and younger leaders. Naidu advised elected representatives to remain accessible to people, strengthen grassroots connectivity and respond swiftly to public issues.

More than 1,000 constituency-related issues were raised during the statewide exercise. These included pending road works, irrigation projects, RTC connectivity, hospital infrastructure, drinking water supply schemes, land disputes and civic infrastructure bottlenecks.

What was special was the real-time decision-making process adopted during the meetings. Legislators directly presented local problems before the CM and senior district officials, while collectors and SPs explained the administrative and procedural hurdles.

In several instances, Naidu issued immediate directions to resolve pending matters and fast-track clearances.

Government sources said the CMO has been entrusted with monitoring the implementation of decisions taken during the reviews. Nearly 15 per cent of the issues discussed have already entered the execution stage, indicating a faster follow-up mechanism than seen in previous administrative exercises.

The initiative, it is noted, has evolved into a comprehensive 360-degree governance monitoring system integrating administrative efficiency, grassroots intelligence, public feedback and political accountability.

The district reviews are also being viewed as an attempt by the Telugu Desam-led alliance government to strengthen coordination between elected representatives, party cadre and the administrative machinery while ensuring tighter monitoring of governance delivery.
