Ladakh Unlocks a Glacier-Powered Agricultural Revolution with 90 Million Litres of Water Daily

SRINAGAR: Ladakh has embarked on a transformative water-management breakthrough by successfully diverting an extraordinary 90 million litres of glacier water every single day for irrigation and agricultural security. This glacial runoff—previously lost as unused discharge into the Indus—has now been channelled from the Stok village Nallah into the Igoo-Phey Irrigation Canal, rejuvenating nearly 12 villages and enabling irrigation across more than 1,000 acres of land that had remained barren for decades.
The intervention relies on simple earthwork and gravity-based diversion, requiring no capital expenditure, yet delivering unprecedented gains in water availability, agricultural productivity, and long-term climate resilience.

The Lieutenant Governor, Vinai Kumar Saxena, recognised this critical gap during his visits to remote villages and conceptualised a region-wide campaign to harness glacier-fed streams for irrigation. Acting on his directions, the administration identified Stok Nallah—fed by the Stok Kangri Glacier—as an ideal site for diversion. On August 14, the Irrigation and Flood Control Department successfully redirected excess glacier water into the Igoo-Phey Canal by constructing two trenches with a JCB. The Stok Nallah’s discharge was assessed at 36.60 cusecs, equivalent to nearly 90 million litres per day, making it one of Ladakh’s most significant glacial water contributors. Two diversions now channelise 26 cusecs of this flow—19 cusecs toward Igoo and 7 cusecs toward Phey—while plans are underway to utilise the remaining 10 cusecs. This single stream demonstrates the enormous scale of Ladakh’s glacial water potential- with hundreds of similar nallahs across the region, Ladakh’s total glacier-fed runoff runs into billions of litres daily, most of which currently drains away unused.
The Igoo-Phey Canal, a 43-km-long structure conceived in 1979 and completed in 2005, was originally designed with a 200-metre underground section to allow Stok Nallah to pass over it—proof that water availability was known decades ago. Yet, no effort was made to harness this resource, leaving the canal chronically water-deficient and eventually defunct. By intercepting the glacier flow today, the administration has increased the canal’s discharge from 50 cusecs to nearly 80 cusecs, ensuring daily water supply to all beneficiary villages. Earlier, water distribution followed a restrictive roster due to scarcity. Now, farmers will receive assured irrigation, enabling higher crop yields, expanded command areas, and improved rural incomes.
The Lt. Governor emphasised the broader vision, stating that saving and diverting 90 million litres of glacier water daily proves the feasibility of large-scale, sustainable water management in Ladakh’s cold desert. He highlighted that this model will be replicated across the Union Territory to convert scattered glacier flows into a permanent agricultural lifeline. The administration has already identified additional streams—Matho Nallah, Tuchik Chenmo Nallah, Tuchik Chon Nallah, and Stakna Nallah—for similar interventions. A statement issued in Leh on Thursday said that all upcoming projects will follow principles of cost-effectiveness, gravity-based engineering, minimal wastage, and environmental sustainability.
“By integrating Ladakh’s abundant glacier water into a decentralised irrigation network, this initiative lays the foundation for a water-secure, agriculturally prosperous, and climate-resilient future,” the statement said, adding, “It promises expanded cultivation, increased crop intensity, enhanced livelihoods, and a revitalised rural economy—turning Ladakh’s natural glacial wealth into a transformative force for its people”.
