CEC Gyanesh Kumar Emphasises Grassroots Engagement and Voter Connect During J&K Visit

SRINAGAR: Chief Election Commissioner (CEC) of India, Gyanesh Kumar, on Sunday underscored the Election Commission’s commitment to strengthening grassroots democratic engagement, stressing that direct interaction with voters and field-level functionaries remains crucial to ensuring inclusive and credible elections in Jammu and Kashmir.
Arriving in Srinagar on a three-day official visit, Kumar made it clear that the Commission is prioritising on-ground outreach and preparedness in the Union Territory.
Speaking to reporters at Sheikh ul Alam International Airport here, he highlighted the central role of grassroots election staff and reaffirmed the EC’s intent to deepen its engagement with citizens across the Valley. “I will be interacting with the voters across the beautiful valleys of Jammu and Kashmir, particularly with the grassroots-level Booth Level Officers (BLOs) of Budgam district, who serve as the cornerstone of the Election Commission,” Kumar said.
His remarks underscored that BLOs remain critical in maintaining accurate electoral rolls, facilitating voter participation, and ensuring smooth conduct of elections.
During his visit, the CEC is scheduled to engage extensively with voters, BLOs, and other key stakeholders, including district election officials, officials said, adding that a major interaction is planned in central district of Budgam, where he is expected to assess field-level preparedness and gather direct feedback on electoral processes.
The visit forms part of the ECI’s ongoing efforts to enhance democratic participation, improve voter awareness, and strengthen institutional mechanisms through direct engagement and field-level review.
Kumar was received at the airport by Chief Electoral Officer, J&K, Sanjeev Verma, Deputy Commissioner Budgam, Athar Amir, and other senior officials.
J&K presents a unique and complex electoral landscape, shaped by geography, security considerations, and socio-political factors. One of the major challenges is the difficult terrain and scattered habitation, particularly in remote and mountainous regions, which makes the logistical management of polling stations, transportation of polling staff, and movement of election material highly demanding.
Security concerns have historically played a significant role in influencing electoral processes in the region. Ensuring a safe environment for voters, polling personnel, and candidates remains a priority, often requiring elaborate coordination between election authorities and security agencies.
Another important challenge is voter participation and confidence-building. In certain areas, voter turnout has fluctuated due to political sensitivities and trust deficits. Strengthening voter awareness and encouraging broader participation—especially among youth and first-time voters—is a key focus area for the EC, said an official.
Migration and displacement also impact electoral rolls and voting patterns, particularly in urban pockets and among communities that have moved due to various circumstances. Maintaining accurate and updated electoral rolls in such contexts requires sustained ground-level verification by BLOs, he pointed out
Additionally, the UT faces challenges related to accessibility for persons with disabilities, elderly voters, and those living in far-flung areas. Ensuring inclusive polling through special measures like mobile polling stations, transportation assistance, and accessible infrastructure remains essential, the officials said adding that against this backdrop, the CEC’s focus on grassroots engagement, especially with BLOs, assumes added significance, as these officials play a crucial role in addressing many of these challenges directly at the local level and ensuring that the democratic process remains robust and inclusive.
