Voter List Lapses: UP CEO Fixes Direct Accountability on District Election Officers
This is done in response to complaints and information received from Pilibhit district regarding the misuse of login IDs provided to computers on the ECINET portal.
New Delhi: The office of the Chief Electoral Officer of Uttar Pradesh (CEOUP) has put the onus of the goof-ups and problems in the voter list on the District Election Officers (DEOs) while fixing their accountability for negligence in voter list-related tasks. Besides, directives have been issued DEOs to immediately deactivate Login IDs of Computer Assistants of Voter Registration Center Operators on the ECINET Portal.
This is done in response to complaints and information received from Pilibhit district regarding the misuse of login IDs provided to computers on the ECINET portal. On Friday Samajwadi Party leader Ram Gopal Yadav had alleged that several poll officials are providing their login IDs to the Bharatiya Janata Party workers to make modifications in the voter lists. Currently, all voter list-related tasks are being carried out through ECI Net.
“The entire responsibility for coordination, supervision, monitoring, and quality control of the voter list shall rest with the District Election Officer. Instructions have been issued to DEOs to log in themselves daily on ECI Net and review voter list-related tasks. This responsibility is not limited to Electoral Registration Officers (ERO) or subordinate officials; rather, the ultimate administrative and supervisory responsibility lies with the DEO. In any district, if unnecessary pending cases, inactive users, incomplete profiles, erroneous voter lists, or laxity in supervision are found, the accountability of the concerned DEO shall be fixed, and appropriate action shall be considered based on the merits of the case,” CEOUP said adding maintaining the voter list for assembly constituency areas pure, error-free, and up-to-date is the cornerstone of the democratic process.
The CEOUP order further says that all DEOs have been directed to log in daily on ECI Net to ensure effective monitoring of every voter list-related case and timely action. Verification shall be done for the accuracy of names, mobile numbers, designations, and photos in the profiles of all Deputy District Election Officers, Electoral Registration Officers, Assistant Electoral Registration Officers, BLO Supervisors, and Booth Level Officers.
Additionally, the last login of these officers shall also be reviewed daily. Instructions have also been issued for daily review of the receipt of Form-6, Form-6A, Form-7, and Form-8, pending cases, and their timely disposal. In the event of any application or form found pending at any level, unusual delays in disposal, or inactive logins, the reasons shall be immediately ascertained, and necessary action take, the UP top official said.
It has also been directed that no officer shall share their login credentials, such as user ID, login password, and OTP, with any other person. DEOs have been instructed to regularly review the execution of voter list-related tasks by their subordinate officers and ensure corrective and punitive action as necessary. BLOs have been instructed to address voters’ grievances within 48 hours.
