BJP’s inaction on bifurcation Act hurt TS growth: Harish

HYDERABAD: Finance minister T. Harish Rao said that the discriminative approach and sheer negligence on the part of the BJP government at the Centre in implementing the assurances made in the AP Reorganisation Act, 2014, have adversely impacted the development of Telangana state in the last eight years.

Participating in a short discussion on ‘Failure of Central government in implementing the assurances under AP Reorganisation Act in Telangana state’ in Legislative Assembly on Tuesday, Harish said Section 93 of the AP Reorganisation Act clearly mandates that the union government shall take all necessary measures as enumerated in the 13th Schedule for the progress and sustainable development of successor states within a period of 10 years.

The Centre has failed completely in resolving them even after eight years. It reflects the Centre’s indifferent attitude towards the fulfilment of commitments mandated in the Act passed by the Parliament in 2014, he added.

Harish listed the Centre's failures in resolving the Krishna water sharing dispute between TS and AP, division of common institutions listed under Schedule IX and X of AP Reorganisation Act, the Centre's discrimination in payment of power dues to Telangana from AP, Centrally-sponsored schemes (CCS) funds of TS that were transferred to AP, distribution of AP Building and Other Construction Workers Welfare Board and AP Labour Welfare Board funds, AP government not paying its share of expenditure incurred by Telangana on common institutions located in Hyderabad which served both the states, Centre's failure in setting up Tribal University, Bayyaram Steel Factory, Kazipet Rail Coach Factory and delay in release of funds for the development of backward districts.
