Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi has invited domestic and global investors to set up chemical and petrochemical manufacturing units in the State, pitching its port connectivity, refinery infrastructure and industrial base as key advantages for downstream investments.

Addressing the CEO Roundtable at India Chem 2026 in Mumbai on Thursday evening, chaired by Union health and chemicals and fertilizers minister J. P. Nadda, Majhi said Odisha aimed to transition from a mineral-driven economy towards a chemical-driven industrial economy.

“The Chief Minister identified Paradip, Dhamra and Gopalpur as potential destinations for port-based industries, while Angul and Dhenkanal offer opportunities for projects linked to metals, coal, power and industrial consumers,” an official communication released late on Thursday evening said.

Odisha’s investment proposition is anchored in the 15-million-tonne-per-annum refinery at Paradip, the Paradip Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) and the Plastic Park. These facilities offer opportunities in specialty chemicals, polymers, packaging, technical textiles and other downstream products.

Majhi also invited investments in coal gasification, coal-to-chemicals, fluorochemicals, battery materials, advanced polymers and green chemicals, including green hydrogen and green ammonia.

The State government would coordinate land identification, infrastructure development and statutory clearances to accelerate project implementation, he said, emphasising the need to balance industrial growth with environmental compliance.

Additional Chief Secretary, Industries, Hemant Sharma said Odisha would work with investors to address requirements relating to land, feedstock, utilities, logistics and common infrastructure, while facilitating statutory processes through a coordinated government approach.

The State highlighted several proposed and ongoing projects to demonstrate its potential as a chemicals manufacturing hub. These include SRF Limited’s proposed unit at Gopalpur, which has received environmental clearance, investment plans by UPL Limited and a Deepak Nitrite facility at Gopalpur nearing inauguration. Talcher Fertilizers and BCCGL are also developing coal-to-chemicals projects in the State.

The Odisha delegation also participated in India-US and India-EU chemicals and petrochemicals forums at the event, exploring opportunities for technology partnerships, sustainable manufacturing and supply-chain diversification.

Through the investment outreach, the State aims to attract higher-value manufacturing, strengthen domestic supply chains, reduce import dependence and generate employment.

Majhi urged industry leaders to engage with Team Odisha and the Industrial Promotion and Investment Corporation of Odisha (IPICOL) to translate investment interest into projects and operational manufacturing capacity.
